Per-teacher booking limits now configurable per event

PTC Wizard can now enforce that limit at the event level—not just as a global school setting. This matters for schools that run multiple conference events per year with different policies: the fall conferences might allow unlimited bookings while a specialized review night is capped at one meeting per teacher.

When a parent attempts to book a second meeting with the same teacher in the same event, they see a clear explanation of the policy rather than a generic error. This reduces support calls from parents who don't understand why a slot isn't available.
